- Lummus: The scope, initially TO prepare BDEPs for the Hydrocracker and Visbreaker Licensed units, was extended to the overall detailed engineering and procurement.
- Giprogazoochistka OJSC: Designing, support of equipment delivery (including non-standardized equipment), designer construction supervision of amine regeneration unit and sulfur recovery unit
- VNIPIneft: Basic Design Acceptance; Detailed Design, Procurement for the Visbreaker

Other Information
- The project has been delayed a number of times. In June 2010, Surgutneftegas postponed startup of the new hydrocracking unit at its Kirishi refinery from the end of 2010 to the end of 2011.
