- The development, also known as Port Pelican, will consist of an LNG ship receiving terminal, LNG storage and regasification facilities, and pipeline interconnection to existing offshore infrastructure to deliver natural gas into the United States interstate gas pipeline network via the Henry Hub.

- 2001 - Texaco launched feasibility study
- 2002 - Application made to US Coast Guard
- 2003 - Permission granted by US Coast Guard
- 2003 - Aker awarded EPC contract
- 2005 - Port Pelican LLC provided a letter to the Maritime Administration and U.S. Coast Guard that it formally announced plans to defer further environmental studies for the construction site, thereby placing the project on hold indefinitely
- 2009 - The Maritime Administration received notification from Port Pelican LLC of the relinquishment of its License
