The Project

  • Project Type: Expansion and upgrade
  • Project Summary:
    • The project, aims to expand the refinery’s crude processing capacity and to increase refining depth
    • It will produce ultra-low sulfur diesel and gasoline (diesel + 1,200,000 m3/year and gasoline + 650,000 m3/year)
    • Phase II includes a new preheating train to the primary distillation unit, replacing the reformer’s fired heater, catalytic cracker revamp, replacing the two coke drums, conversion of diesel hydrotreater unit into a naphtha hydrotreater
  • Main Contractors:
    • Hytech: Basic and Detailed Engineering for revamp of Crude Unit and Reformer
    • PROSERNAT: Modular supply of a complete Sulphur Block including Fuel Gas Treating Unit, Amine Regeneration Unit, double stage Sour Water Stripper Unit, Claus Unit, Tail Gas treatment Unit

Crude Supply

  • The additional crude required by the refinery as a result of the expansion will be supplied by pipeline, requiring an expansion of the main pipeline

History

  • 2016 - IFC awarded the first loan
  • 2017 - Hytec awarded basic engineering contract
  • 2019 - IFC awarded the second loan

Other Information

  • IFC has made two loans for the project
    • US$135 million of a US$500 million package in 2019
    • US$78 million of a US$378 million package in 2016
